Just a hunch based on a number of things...too many to list. From comments in his most recent WHCD roast to the scandals erupting around him, he will resign rather than face daily slings and arrows.
There won't be political will to impeach him. But, his agenda will be damaged irreparably, and he will not be willing to fight the good fight.
He will play it as if he's not really at fault. He won't resign because any of the accusations are true nor because he knew about any wrong-doing. This will not be a 'the buck stops here' act. It will be his way of moving the country out of a pointless stalemate. "For the good of the country and his family", he will step down.
