The intent was to give students who did their work and graduated early a chance to transfer without having to sit a year IF they wanted to transfer to another school to complete a degree in some field not offered at their current school. student/athletes have turned it into a "free market" kinda rule.

I am not sure the 2 year scholarship for a kid with 1 year of eligibility is a good solution, but the coaches accepting the player transfers clearly aren't interested in education which was the primary intent of the rule.
