there's nothing set up to make the system fair. 98% of the teams will never get into a CFP. That's because the teams that get into the cfp have all the best players. A team that has a chance of getting into the CFP is the only reason the best players will even consider them. If you limit the scholarships then all of a sudden you have teams like NW, and IU that all of a sudden get a few more good players, while osus and ums get a few less and the parity begins.
